I have a gamertag on xbox live but I want to make a new one so I dont have to share with my brother during the time huxley comes out so we dont have to play on the same gamertag, is there any way I can make a new one?

Yes, you will have to pay for a new subscription.
When you turn on your 360, sign out of your account and then just go through the normal Live process you did when you first signed up.
