Two words first, TERRIBLE GRAMMAR!
next I hope english isn't your first language. Third I believe in some interviews they stated there will be quests where you can find some rare weapon and such but I doubt it will be called, unique, legendary, etc, etc.

it would be very cool so see ultra-powerful weapons, but i don't want them to be remotly common. if you have an "epic" weapon, you earned an epic weapon, and not just picked it up somewhere.

Not epic as in stats no. Weapon certs will still be obtainable by anyone high enough in level and rank.
Uneven stat weapons are RPG elements.

May be true Lex, but still would be interesting
I think it would be nice to see a guild with hundreds of people, and have one or two of them be able to access ultra-powerful weapons (UPW) with drastic drawbacks. For example, basic rocket launcers only do medium damage to a tank, where as an ultra powerful launcher can take down a building in a single blast. However, the UPW would only have one shot before needing to undergo hours (maybe days?) of time before it could be used again, or would take a lot of crafting time to remake the single rocket it uses. Just a thought

Well, the devs are firmly in the mind set of providing an even playing field. This leads me to assume that no weapon will give a player any significant advantage over any other player, no matter how rare. However when I say this I of course realise that a chaingun for example is better than a sniper rifle under 40m, but all weapons are supposed to have a situational advantage.
