Difference between E and A?

Is there a huge difference between say, an E class gun and a D class gun?

From what I understand, any class can use any gun, but you have to use a bunch more license points and you can only use the lowest class (E) of that gun.

Is the above true? If so, and an enforcer could only use a class (E) sniper, even if he/she is level 50...that's lame.

I completely understand the fact that an Enforcer wouldn't be able to use a sniper as well as a phantom, so maybe they could make his aim is worse, or he can only fire so many shots in a row or whatever. But to only be able to use the worst guns in the game is too far IMO (that is, if a class E gun is complete junk compared to a class B or A or anything else).

The enforcer already gave up license points and other enforcer abilities to be able to use the sniper rifle didn't he? So he won't be as good of an enforcer, but he's got a sniper. I thought that was the whole point of Huxley's "you can use whatever and play however you want" system.

Anyone (in beta or not) who could shed a little light on this would be appreciated.

For example, main weapons of Avenger are Machine gun and Rocket launcher. It need 4 license points. Besides, Avenger can use two more weapon types, Flinger and Regulator. But they are not the main of Avenger, you need 20 license points. Also you can't use A rank of Flinger and Regulator

But in E rank, if you are Enforcer, you can use E rank Regulator, not E
rank Sniper Rifle because you already has E rank Regulator license

but then you return that E rank Regulator to get the E rank Sniper Rifle, right?

or can't you return a weapon/licensed item?
