I know of 2 exceptionally good players in the Unreal franchise history who have used controllers. One for weapons 1v1 DM primarily in Unreal and early UT (I don't like to drop other peoples' names into conversations they're not involved in but anyone who followed competitive UT should know who I'm referring to), another was one of the more successful instagib CTF players through UT99 and UT2k3 (dunno how much 2k4 he played). Point is, it's POSSIBLE for someone to work around using a controller and get really good, if they put in the time. But the average player (and the average consumer) likely wouldn't be willing to put in the work. Thus, my personal opinion is that most games would be better off keeping the combat separate. If it's something with heavy emphasis on vehicles, or very close-quarters urban combat, it might work, but for more fast or open games where quickness is vital, most people probably won't like it.
