Just because PC and xbox are on the same server, and just because they interact, doesn't necessarily mean they'll be in the same fields of combat.
In a previous interview they apparently demonstrated that they have console and pc platforms interacting effectively already. They haven't mentioned how exactly they would implement it all. I'd bet they haven't even decided yet... it appears to be technologically possible, they just have to decide if it fits the market for both games and the balance of the game.
"We're going to start to see these worlds where you can have a character that can be played off of your PC or on a console, all off of the same servers." doesn't even necessarily mean he was referring to Huxley. Sounds like a deliberately open-ended response to me. Maybe Huxley will be the exact same game on 2 platforms, but if not he wouldn't be a liar since he just said that eventually there will be games of some genre that do that.
I won't even get into why the console version of the game might be better off with different content than the PC one (due to different markets if nothing else), but the Steve Polge interview at E3 brought up some good points about catering to each platform's strengths. Making a game an exact port between the two would likely mean sacrificing potential for one version or the other.
