I would be surprised if this game included a variable cone of fire.
If the devs like fast gameplay a la UT/Quake, the most important element is precision. Things like recoil and cones of fire that change based on movement totally kill that. It just completely changes the style of play. I just hope they put in enough beta testing time for gameplay balances like that, because every little element of combat in this game could have a huge impact on how well it works.
