Character progression is 50/50 based on pvp and pve.
You gain XP in PVE and XP unlocks abilities however.. there is a cutoff on how much XP you can get, depending on your rank.
Rank is determined purely by involvement in PVP, if you dont involve yourself in PVP you cannot get your character very far.
With regards to instancing... it says there will be a mixture of persistant battle grounds and pvp areas and instanced quest and pvp areas... they also say that it may be possible for enemy players to play the same quest as you, either with the same objective but competing against you or sent in to try and mess you up. They say that the questing is going to be like playing a single player FPS game but co-op.
If they get it right what they have described sounds like the perfect mix.

That sounds like good stuff to me, if you have instanced stuff basically you go jump into "the server" being the instance you want. and the persistant world would be like having a live game loby where you can upgrade meet up with your buds....and it be interactive, rather then a little chat room where your waiting on everyone to hit the ready button. so sounds good to me.
