Every MMO has this problem I play MXO (The Matrix Online) this happens all the time..... a lvl 16(when pvp turns on) gets ganked by a 50. The difference in this game is that you can do something bout it lvls will matter for armor and weapons but it still comes down to skill so this game wont have a problem get into an outfit/clan/platoon and youll be good.
