Cause it causes crafters with the best resources to craft the best guns. Again meaning spawn camping where the best drops are and the weapons themselfs are unbalanced on the field. As its stated, anyone coming into the game should have an equal chance with skill as a level 50. It would be too easy to monger cash and just buy the best crafted guns while a new level 1 guy would only be able to have a basic gun.

Thats why there are licenses per 10 levels, and thatll be enough for a level difference in fire power.
