Update for city quests.

Quest 11

Upon reaching level 11 a message will pop up on your screen. Travel to the south of the northern city area and you should find the quest NPC. Talk to him to complete the quest.

Quest 12

Speak to the NPC you spoke with in quest 11 to receive this quest. Follow him south into the upper market district to complete this quest.

Quest 13

Talk to the Weapon NPC in the upper market district to receive this quest. Your objective is to collect one item from the HLO troops in the underground factory (gate to this area is near this NPC).

Quest 14

Talk to an NPC in the middle of the road in the upper market district to receive this quest. Use the metro train (not the trolley), found in the South-west section of the city, and travel to the other area of the city to complete this quest. (This is not entirely confirmed but is how I managed to finish this quest)

Quest 15

Talk to the NPC next to the computer terminal south of the upper market district to receive this quest. Speak to them again as you would to complete the quest. You will be taken to a deathmatch and you must kill five bots.

Quest 16

Talk to the male NPC south of the computer terminal in the upper market district to receive this quest. Your objective is to collect one item from a Large Grey Crawler.

Quest 17

Talk to the Medium Armor NPC in the upper market district to receive this quest. Speak with him again.

Quest 18

Upon reaching level 12 a message will pop up on your screen. Speak with an NPC in the middle of the upper market district to complete this quest. You will be sent into a deathmatch.

Quest 19

Talk to the Weapon NPC in the upper market district to receive this quest. You must kill one of each HLO troop: Rocket Launcher, Machine gun, Regulator and Sniper Rifle.

Quest 20

Talk to the NPC in the middle of the upper market district to receive this quest. This is a special quest you will need to use the orange box into the field to activate. Follow the objective points through the area, jump down the broken pieces of bridge when you get to it. Continue following objective points and you'll eventually come to an inactive lift. After the NPC talking to you for a minute the lift should come down, take it up. Kill all of the enemies in the room and listen to more talking. Activate the generator controls to turn them all off, things will start blowing up and enemies will come through the door. Kill them all, run out the door and reach the teleporter to finish the quest.
