Enforcers of certain armor classes should be able to survive certain headshots of certain strenghts!
for instance, if i'm a max level enforcer with a thick helmet on charging into battle, even the most powerful sniper round shouldn't be able to dock me of all my health. beat the crap out of me, yes, but the beefiest enforcer shouldnt be able to die instantly
