Or just random kind of world events (in this case capital city events) where hybrids attack would be sweet too

yea and if u dont defende it off the quest givers and shop keepers get killed and spwan back in like 30 mins. better reason than ever not 2 defende . but all the npcs that attack will be equil in the number of players in the city.
