They also said that a level 1 could compete with a level 50 due to it's FPS aspects that outweigh the MMO aspects.
But yes, there are level brackets, and PvP zones are separated from PvE zones. PvE zones are all instanced, as are PvP zones and they are both separated from one another. In other words, no ganking.
