There will be clans, and Webzen has said that a lot of high level gameplay will revolve around 100 vs 100 clan vs clan battles.

As to how you get to those battles, and organize it so it's just the clans that you want to go against, we haven't gotten much information about that. As of now it looks like you go to some kind of battle station and then they ship you off to a battle, but I don't think we know much about how they're actually organized.
