Honestly speaking.... a straight up tactical style persistent shooting world where you pay to play just would not appeal to a more general potential subscriber base.
Hold your horses a bit and let me explain...
In most all good tactical shooters the weapons are 1s1k (one shot one kill) style of play and this leads itself very well to a tactical style match in play. But if you are trying to get a large population base to play and pay for your game, its very hard to have such pvp-centric type of game.
UT style of play lets one survive a bit longer (while still probably getting destroyed if you aren't that good), and still give the player the perception of being able to fight back.
In the end its about trying to make the game more approachable to a general public as well as the hardcore.
Even games like RSV and CoD4 have tactical elementals (like huxley claims to), but the combat is still pretty arcade in execution.
There is always the hope that they could release servers with a different rule set as we know the UT3 engine is very versatile and make it more tactical (like the original Rainbow Six series).
Then again....really alot of people like to play mmos to feel like gods/goddess and if you always have to worry about how silent you are or how many times you can or can not jump etc etc.....it might bore people.
Who knows, there is no right or wrong to the tactical approach we just have to live with the fact that huxley will not be as tactical as some of the best tactical shooters out there and pray for a special ruleset server!
