Being a grunt/infantry in Planetside for the Vanu Sovreignty for the last few years has proven this to be true. I waited around to see which side was going to be heavily undermanned. Turned out to be the Vanu, so I went with them. Undermanned, underpowered weaponry, underpowered vehicles, and still kickin' arse on Markov. The problem we always had though, is if Vanu started losing, people that hate losing would log off the Vanu, and get on their Terran Republic or New Conglomerate toons and just help blast us into the dust. I'm pro-faction restrictions, but I don't think having a 1 character limitation is the answer. Just restrict that specific server to the initial faction chosen, as Dark Age of Camelot did.
