That sorta defeats the general intent of the game. They are trying to build an Persistant mmo/fps with consequences to your actions or inaction. Ie. Lets say town X has great weapons, gambling dancing etc etc for you to do outside of fighting.... if you're on a side that doesn't own that you'll fight all the harder to try and recapture that area vs just switching to a character whos side owns that town currently.
Not to mention that if you are locked in with one character your name is also unique and if you start getting a good rep or a bad rep...that server will know about it and either gun for you or want to join you.
No more logging on an alt to scam or harass people etc, you're responsible for your own actions!
