In one of the older interviews this very question was asked. The response was, that higher level characters would obviously have access to better weapons/armor and higher specialization in licenses. However a level 1 character using the starting AR with some skill and some luck has a chance against the upper level characters.
This doesn't mean you will have to play against higher level players. Just part of one of the 2005 interviews (obviously time and development have passed, and may have changed alot of things.
