No you cannot steal from other players' houses. That's just a stupid idea in the sense of practicality. "Oh nice I just found this lvl 50 gun, let me go get it and I'll sho- OMFG SOMEONE STOLE IT! I'm going to go complain to a GM!" Webzen is not going to want to hear everyones complains on that.
And yes, I'm fairly certain you can buy furniture and things to customize your house and make it all "fung shway" and stuff...
First two, I'm certain of, and the last customization bit I'm 95% sure.

where exactly did you get that info? I'm not doubting that housing will be instanced because it would make sense with space issues. But then again, housing could be a higher level option and since as of now you can only have 1 character per server they could have enough room.
After all, the capital city is apparently huge and includes multiple districts and it's own transportation system.
There may not be a housing system like Star Wars Galaxies where you can see everyones house spread out through a guild's city that is located somewhere in the vast open areas that game has. But rather maybe they'll just have apartment buildings spread throughout the city, with a few houses for those who can afford some insane prices.
Unless of course there is an interview somewhere that says all housing is instanced. In that case forget what I just said lol.
