The only problem is that the battlefields will be extremely huge, and usually well run clans don't have 200 members, or even 100. So 1 clan won't be able to control an entire battlefield. I think that users can try to become a leader and people vote, or the leaders are picked by their command score, how well they've done with tactical and strategic things, plus maybe one half of their kills.
As for housing, if included it should be awesome. I remember guild buildings and towns in SWG, and they were pretty sweet. But who can tell if Webzen will screw it up.
All I hope for in PvP is balanced weapons and characters, an ability to command troops, good maps, and good people to play with. If you're stuck with people who are idiots and decide to camp, it will get annoying. Usually though this doesn't happen in other games I play, so I hope Huxley won't have any n00bs. Newbies are fine, just listen to the vets and they're alright.
