I think there's an interview somewhere that specifically states that there will be no fighting in the capital cities. Here's an interview that kind of explains it.
I don't know if there is one that says players can never go into enemy capital cities (for all I know there could be some crazy special mission that lets you do just that). But as for interacting with enemies, you can't talk to them, so it wouldn't really work out if you wanted to join the other faction and start killing your own teammates or something. (I don't think we know the penalty for killing too many teammates so I guess it could be a kind of traitor thing where you get labeled as an enemy to everyone)

IGNPC: We understand that about 5000 players can be supported on a single server. But how many people can reasonably fit into a single arena? Is this on the scale of Battlefield 2, or something bigger?
Kijong Kang: Huxley's Persistent World, a space where players can grow and live, can support up to 5,000 players per server. PvP battle fields are separated from Persistent World areas such as villages, and the scale ranges from the usual 4 vs. 4 battles to massive 100 vs. 100 battles.
