Yeah the lower levels will have a decent chance against higher levels, but they'll still be separated a bit. Like lower levels can only join battles closer to the city or something like that. And higher levels can travel further out and get to different battles.
So there might not be all that many lvl 50s fighting swarms of lvl 1s
