Instanced = Load Screen.

Like in Grand Theft Auto games how the whole world had no load times, but only the inns and hotels.
Like that.

So if the outside world works like GTA, then I'm sure it would be easy for raids.
But if the major cities are instanced than it might be impossible for proper raids.
