They have said that low levels will be able to kill higher levels. Gear won't be the deciding factor. The deciding factor will be your skill, how you use your abilities(sockets) and if you use the right gun for the right situation etc.
I think someone said something about how lower levels will have to fight in the battlefields closer to the capital city until they level up though. This doesn't mean that high levels can't join the battles close to the city, but maybe lower levels can't travel as far away from the city as a high level could.
That way it's kind of seperated, but not really like brackets or anything.
And I really hope they don't have battlemasters like WoW. I like traveling to a zone and then fighting there. This is an MMOFPS not just an FPS. I don't want to log on, pick a map from a list of servers and warp magically into a new zone. I want to jump on a train, get to a city, find out where I need to fight, and walk through a tunnel to get into the fight.
