They probably can't take over capitals, I think I heard somewhere (can't remember if it was this game) that you fight over cities, but I doubt you will be able to take over a capital, because well, I dunno. It would suck if you logged on, you spawn in your capital or something and you get sniped in the head as soon as you start... and yeah, I dunno. o.o
