Usual procedure for beta signup
1. Go to official beta page
2. Put in you email (and possibly more info like computer specs, name etc), this info will be put into a database with millions of other peoples info.
3. Pray frequently to whatever holy deity you beleive in as X (X being some undecided number) people are randomly chosen from the database to participate.
This is how it usually works i beleive, hope i answered ur question
