That's actually what Huxley is planning to do. Any class can use any type of armor and any weapon. You'll have to use license points to get those types or armor or weapons (and if your a phantom and you want a rocket launcher it might cost more license points than it would for an enforcer, but you can still do it). Also with the skill tree, you'll be able to go down your skill tree and pick what best suits your play style. There will also be a bunch of sockets with special abilities like double jump, sprint, invisibility, etc. to expand your playstyle even more.

As for certain classes not handling certain guns as well as the guns made specifically for their class, I don't think they've said how there will be penalties like less accurate or a slower rate of fire, but I'm guessing could be something like that.
