I think any level differences that happen in game will be ok. Because if gear doesn't matter as much as it does in an MMORPG then it won't be high levels slaugthering people just 10 levels lower than them.

I'm hoping it'll be more like the high levels have more abilities (like tackle and heat vision etc.) but not necessarily more damage from their gun and more damage reduction from their armor.

If they just have more abilities to help them with the fight then they're probably going to win but at least the lower level still has a chance. I hate seeing high levels just lightly jog through a group of low levels and slaughter them all without breaking a sweat. I understand the higher level will probably win but I'd them to win because they're better and because they have more skills to help them in a fight, not because their gun does more damage and their armor makes them invincible.
