I have no idea if there will be a monthly fee to play. I can say that I THINK there will be just because most recent games that are MMOs have a monthly fee, that's honestly enough for me to believe there will be a fee. Just because it's become normal for MMOs to charge monthly.
But I don't see why xbox users wouldn't have to pay the fee as well, or even less of a fee for that matter. Yeah xbox users pay for xbox live, but I'm pretty sure PC users pay for internet lol. And I'm pretty sure internet is actually a lot more than xbox live costs, so actually PC users should have to pay less. But that wouldn't be the case lol
