It might on some systems.
I have a Mac Pro which has 2 dual core processors, 2Gb ram, and a pretty decent ATI card (can't remember the actual model). My monitor supports 1920x1200. Even with the nice hardware, in Quake4 I cannot run at my max resolution without a laggy framerate in large rooms with lots of people just because that max resolution is so large.
So from that, I think you could say that it really depends on what resolution/graphics settings you use in the game and what hardware you have. Obviously Quake4 doesn't require hardware nearly that good, but even still you can push the game to the point it can't keep up if you try.
Same can probably be said for Huxley... I try not to run the min specs required for a game (although I have had to before), but as long as you at least exceed them a little, and you run with the right settings, it should run fine.
