Well sense this is a shooter there shouldn't be skills or atleast I would hope not so there PvP will probably either be skill based and just be more difficult for a lowbie to kill someone level lets say 25 but there is still that chance that they can and there can always be little random group of lvl 10's hunting lvl what ever like little raptors or some *Censored Word**Censored Word**Censored Word**Censored Word* lol. Also they could just even make the battle instances lvl based so lvl 10 fight lvl 10, and lvl 20 fight 20-30 so forth based on inter voles of ten makes sense right.
