Nope, I don't get it. F is the strongest? Or what? I would assume A to be the strongest because they might introduce an S class if the game is good and expansions are made. Besides, inorder to keep Phantoms equal against other phantoms, there must be a difference. As you can see, there is only one square in F. I'de say this would be the beginning weapon. Then When it gets to A , you have several choices on your final weapon.
That's how I think it should work.
