Well since in all games and always in real life headshot with sniper rifle was equals with death, then thats who it should be. To headshot somebody isnt very simple, most people just go for the body, plus while you are on the field of battle you move a lot unless you are a n00b or camper, which means it's hard to make a headshot.
I don't really understand why people think that snipers are overpowered, take BF2/BF2142 for example, Headshot = Death - 2 Bodyshots = Death.
But when you everybody hear where the shots are coming from and simply other sniper or just shooter takes out the sniper, the range of sniper rifle just simply should be extremely long, long enough but not that long that the person who is about to recieve the headshot should be able to see the sniper, even if very badly but still.
Many games have this function as headshot with sniper rifle = death and thats why when people got killed by a sniper they hunt that out, function "Enemy Spoted" is very good cause when yo udie you'd knowwhere the shot came from and another time yo ujust simply spot the sniper and your friends nearby will take him out.
So YES Sniper headshot = Death, only one shot. =)
