I read in the IGN update that the only vehicles you'll need to buy were the ones you only use to get around in the big cities fast. The main cities need to be big as hell in order to be worth it.

One other thing it says is that combat vehicles will spawn randomly over the battlefields, and that absolutely EVERYONE will be able to drive them, but you'll need the lisence for that vehicle in order to make any use of it (what I think that meant, is you'll be able to drive it around as you like, but you need the lisence in order to use the weapons and such. Maybe it increases speed and performance if you got the lisence too)
