I'm pretty sure you won't have to pay for every character. They said they are planning to allow you to make multiple characters, but only 1 per server. I don't think they mentioned paying for multiple characters so I just assume you won't have to. They didn't say how many characters total you can have but whatever you think multiple stands for is around where it will be :D
