I hope that only the enforcers can use the headshot-protection, this would really emphasize the "heavy" armor of the enforcer. and yes, I do think that a hit to the head should be an one hit kill, but this all depends on the realism of the game. It takes longer for me to get a headshot in a chaotic shooter like this than just blasting him away.
