If the shots damage before adding in a players armor then its not that big of a deal. A enforcer (like decent) wouldn't die with just one shot because they have the heavy armor.

So that leaves only the avengers and phantoms. The phantoms are fast and agile, and are, I assume going to be partially cloaked. Making them a target only to the most practiced of snipers. So they wont really have to worry about it unless a body hit will kill them. The avengers are still fast compared to the enforcers, and will still make a hard target for a headshot, forcing the sniper to go for the easier body shot.
