I can't recall that being said in any movie (ex: E3 demonstration), although I could be mistaken.
I do believe you are referring to one of the few skills mentionned in one of Gamespot previews*.

The big difference is that CS is a round-type game where a
one hit kill sniper has a huge impact on the overall match. As
Kijong Kim suggested, the action will be closer to the, quoting Gamespot lastest preview,
arcade-style action of the Quake series*. Therefore, a
one hit kill sniper will definately not play such a role compared to CS.
