Ok you can fire without warning on...
1. Opposite factions (Alternative vs Sapien)
2. Bounty Quests (if they exist at all)
3. Clan vs Clan warfare (also if it exists at all)

Otherwise in the middle of a small town you could get shot at by your own team with no warning. I could just see some annoying whiny idiot just killing his own team to get a high kill count.
