THIS IS NOT A 'How should sniping work' THREAD

Should a sniper round to the face kill in one shot? In my opinion it should because A) The developers put hit zones in, in order to increase damage when shot in the head and B) They are making a skill called Headshot Resistance which means you take less damage with a head shot. For those that don't know, a sniper is NOT overpowered in MMO's because they usually end up balancing it with a one shot per clip. It's not like Halo where you can squeeze off four consecutive shots. Point being that you need to take aim and aim for the head in order to kill with one shot, and that the only one shot sniper kill should be with a headshot.

P.S. Yes, I also do understand the different types of snipers out there, but I'm talking of the most powerful one(s) with one shot in the clip.
