Are you kidding of course there was twinking in WoW. I always twinked a rogue for 19 Battle Grounds. The main things youd get was: Defias chest, devioute scale belt, pants of the fang, assassins blade, pearl handed dagger, and some other stuff but those where the best items you could get for lvl 19.
(That setup is assasination spec)
