I think its gona be if u like lets say ur an avenger and u want a top of the range semi auto rifel but u have to be a lvl 45 and the only way u can buy the liscience is to be a lvl 45 but ur only a lvl 30
but they said if any of u read it on game spot that higher lvl players can give u high classed weps but u can only use at at a certian lvl..
