Well, I think it depends. I think that the only way a person can cloak is if they wear a special suit, and usually, a cloak suit can't carry a rifle, such as planetside(used to reduce the power of a cloaker). So that means the only way a phantom can carry a sniper is if they use light armor and not a cloaker suit.
