Nope, I don't believe it will. Now, I do believe that high levels will have an upper advantage because of better weapons and/or armor, but I think think that it's really the skill that matters.

I wouldn't necessarily think of levels but more of like skill levels on specific guns you know? Like you'd have to have 25 skill in Machine Guns in order to have a specific one or maybe some kick ass weapons won't have skill requirements. It's hard to tell when not a whole lot (PVP-wise) has been said.
