for reasons of balance. snipers would only be worth playing if headshots were 1-3 rounds/kill depending on armor class and type, and whether or not the player is wearing a helmet
in general FPS (at least the ones where you choose an armor), players wearing light armor especially when cloaking in proximity to combat between heavy armors wielding heavy weapons, tend to get killed by fire not actually intended for them.
it appears that much of the fighting will take place in urban settings where a sniper really can't get that much distance. mabee from a building window down to the street. so while the game seems like it will be focused more on small-arms type weapons, you can't avoid the inevitable rocket/mortar/grenade storm that tends to occur in a FPS when combat gets clustered. so even a cloaked player will die often from collateral damage and stray shots. it would make sense to allow them to get a few kills off before they do.
4 or 5 shots to kill as a sniper in a urban setting is just too much time to be exposed while standing still.
