Well in my honest opinion it is not going to be free to play because there are very few modern MMORPG/MMOFPS games that are free to play now, also you have to remember that the servers are going to need paying for and also the 24/7 staff that will be modorating and creating content for the game.
The question I have no clue about is just how much it will be if there is a fee, nothing I say is official but it is just my conclusion.
