One thing I think you guys are missing here is the pace of a true FPS game. You WILL die often. You will probably not loose you gear because you die. You will probably be sent back to the nearest spawn point to grab your gear at some sort of gear terminal near the spawn point to begin your journey into battle again. There will probably be certain classes for different types of weapons and inter species looting will occur but you would probably still not be able to use a looted weapon in a class you had not spent the money-points-lunarites to learn.

It would be a shame if you had to work for any significant time after being killed to get back to the battle, so I'm assuming the spawn points will be plentiful in most areas (with exceptions for quest type environments).

The only way to assure that money for skills is not handed out would be to require that player to achieve a certain amount of non trade able points to buy the new skills. Making them have to kill the PvE creatures or PvP players themselves to gain points would probably fix this to some extent.
No it certainly wouldn't be any significant amount of time. But, usually mmos have some sort of penalty. They might include something like the durability system in wow. As for skills, level and type is really probably what will determine the types of weapons you use. Take for instance, it wouldn't seem likely a light weight class would be carrying around a minigun. However where skills do come in handy I believe is how well you use these weapons. Skills for increased movement speed, aiming speed, etc. The sniper rifle example you gave, I tink would fall along these lines more. A person picks up a sniper rifle, anyone can just look through the scope and shoot but more likely you will want to put skills towards it cuz of the shakes. Its not easy to hit something when using a sniper rifle. So your skills might go towards having a steady hand.
