They have specifically stated how the general leveling system will work to some degree. It was one of the more recent interviews posted, so maybe someone else can look down the threads list and dig it up. They talked about about how PVP will increase your rank cap, while PVE will increase your actual level, and that your access to armor and weapons will depend on your rank (which increases every 10 levels). They haven't said exactly HOW you'll gain xp in either one, but you'd think it's a simple combination of kills and objectives. I don't recall them getting into too much detail about things like additional skills, as far as how you'll acquire them and use them. They might not even have that ironed out themselves yet, though.
From the sounds of it (low initial level cap and the way they've talked about leveling in general), I would think they plan on this being primarily an endgame experience. That is, I think you'll have a character at level 50 (or whatever they said) relatively quickly, and then take it from there. Maybe that means heavy emphasis on PVP control after that, or maybe there's items you can only get through high level missions or PVE areas or something. Unfortunately they're being very quiet about details like this...
