They've said it in quite a few places now. Most of the articles that came out after E3 usually have a short point about this.
The point of making the same game very different on 2 platforms isn't unheard of, and will be happening here. Granted the graphics will be the same or better, the screens and the styles will be all the same, but how the gameplay works will be different. You don't keep a game the same for two totally different interfaces, you make 2 games with the same premise (Usually) and 2 gameplay styles that make the game fun and, this is usually what business shoot for, sell. If you have a fun playing game on a PC and port it to a console and they can't do shit, they won't sell and you just lost a major target market.
