Snipers have more to worry about from somebody with a minigun than they do another sniper. Granted there will be sniper wars in large battles where there is a defined front line, but in all probability they're going to be hosed with fire from rockets and other weapons as soon as they show their position.
As for restricting what a person can wear just because of what weapon is used is a bad idea. The whole point of this game is to let people do what they want and fight how they want.
